The buildings' concept is clearly expressed in it's appearance with the blind conference room rotated, to align with the highway, while the administrative accommodation at ground level is aligned to the pavement line. Where the footprint of the upper level is outside the footprint of the lower corner curtain wall elements have been used that make the solid volume appear suspended, especially at night. An interesting play is created whereby the volumes appear to be sliding/ floating past each other.

The construction of the upper level is a steel frame and utilises dry construction methods, the internal wall lining, ceilings and raised floors as well as the prefabricated concrete panels to the exterior. By contrast the ground level is in in-situ concrete.
